AF = 3/3 Arcane Focus (Hit Reduction only available for Arcane Spells)
EP = 3/3 Elemental Precision (Hit Reduction for All Spells)
CB = With Class Buff. Either Misery (Shadow Priest) or Imp Faerie Fire (Balance Druid)

289 - Arcane Mage -> AF/EP
368 - Arcane Mage with AF
        Mage with EP
446 - No Talents

Percentages & Talents

* Standard Builds with 3/3 Hit Talents
3/3 Elemental Precision = 3%
3/3 Arcane Focus = 3% (Only Arcane Spells)
Class Buff = 3%

Class Buff is either Shadow Priest Misery or Balance Druid Improved Faerie Fire. Both give another 3%, however both will not stack the buff to 6%. 3% is the maximum Class Buff.

Conclusion:
Arcane Mages with standard builds (3/3AF & 3/3EP) natively have a hit need of 289. By adding a Class Buff to your raid you need a hit of 210.

Fire and Frost Fire bulds that spec 3/3EP will be natively at 368 for cap. With the Class Buff you need 289.

The best a non-EP Fire/FrostFire mage can get is a hit cap of 368. Natively this spec needs 446 to cap.
