Intellect is King. Even more important than hitting Hit Cap. Spec Everything Int. Most often you will be dropping Red Gems +40 Int in every socket unless the bonus for a different color gem is Int. If this is the case, you may (or may not) want to use a secondary gem with Hit/Crit/Haste + Int. There is no hard-set-rule to determine this without using Rawr or Simulcraft to look at your gear.

Hit Cap: 1742 (17%) for Raid Bosses
          615 (6%) for Heroics
Fire Mages have a Haste Soft Cap. The soft cap is pretty strong, but once reached, Haste is a weaker attribute. Assuming you are 3/3 in NP, you need 516 Haste assuming you have 5% Haste Buff from.

Determining if Crit or Haste should be your secondary stat to drop points into will depend on your gear. You will need to use Rawr or Simulcraft to determine this. There is no other way to accurately determine the preference. Due to Ignite Munching, Crit is not as good as a stat as it could be. Mastery should always be the first stat you reforge out of.
